This project seeks to significantly advance Qatar’s understanding of its large foreign workforce. To date, none of the GCC countries have successfully engaged in a quantitatively grounded analysis of foreign labor: scholarly analyses of these populations are almost ubiquitously qualitative and ethnographic in nature. While these analyses have identified basic social problems characteristic of this demographic, both the GCC states and scholars remain unable to gauge how frequently those social problems occur. This project will build upon a pilot survey questionnaire conducted here in Qatar by one of the principal investigators on the project. Working in conjunction with sampling experts based in Qatar, the project will explore several avenues for developing a random sample, administer the refined survey to 1000 members of the target population (low-income foreign workers), analyze those data, produce a singular report complemented by scholarly publications. Those results would mark a significant step in understanding the complex sociological dynamics of the heterogeneous labor force at work in the GCC. As a result of this project, Qatar will not only be able to better design policy initiatives to remediate these problems, but will also be able to demonstrate to the often-critical international audience that it is centrally concerned with the rights of foreign workers on the peninsula.
