It is fairly easy to access your non-Qatari bank account in Qatar. ATMs are plentiful, and cash can be withdrawn from them using any standard ATM card. Banks vary in the exchange rate they will give you for withdrawals in riyals, and whether they charge ATM fees. You may want to find out your bank's policy before you arrive.
Many major stores also accept payment by credit card, though this is somewhat less common than in the U.S. It is worth noting that almost all American credit cards charge 1-3% fees for transactions in other currencies. Many American expats prefer the Capital One credit card, because it does not.
If you are in Qatar long-term, you may want to open a local bank account after receiving your residency permit. There are several local and international banks to choose from, such as Qatar National Bank, which has a branch in the Education City rec center. However, if you're getting paid in dollars, it takes over a month for your check to be deposited into a QNB account, and the exchange rate is terrible (around 3.3).
